Andrés Gerardo Vázquez, linked to alleged irregularities, has been appointed head of the Directorate General Impositiva amidst accusations of past misconduct during his tenure with customs and intelligence.


Controversial Appointment in Argentina's Tax Agency

The government appointed Andrés Gerardo Vázquez, an official with a controversial history in the Federal Administration of Public Revenue (AFIP) (now closed) during the Kirchner era, as the director of the new General Tax Directorate (DGI). Vázquez is a close collaborator of Horacio Stiuso and will have at his disposal the largest and most effective database in the country to conduct intelligence, if he wishes.

Interestingly, his friend at the time of the illicit activities, Andrés Gerardo Vázquez, was the head of economic intelligence and was in charge of customs police. It seems that neither Vázquez nor his intelligence direction nor his customs police detected the maneuvers reported in 2014.

Subsequently, the General Directorate of Customs provided documentation that allowed the reconstruction of a web of irregular imports carried out by Stiuso along with other agents, one of them Alejandro Patrizio and Nicolás Gastón Mercado. Alejandro Patrizio, according to unofficial reports, was allegedly arrested in Campana with 2 kilos of cocaine.

On the other hand, it was discovered that Vázquez had undeclared accounts abroad with almost half a million dollars. During the years he worked in the Southern Regional Office of AFIP in the province of Buenos Aires, he was investigated for the irregular deposit of funds in a Swiss account, where he accumulated more than 460 thousand dollars.

During the years he was supposedly in charge of controlling the activities of Cristóbal López and Lázaro Báez, Vázquez led operations against the Clarín Group. At that time, collaboration between Customs and the Intelligence Secretariat was common, of which Stiuso was the Director of Counterintelligence and later the Director General of Operations.

At a press conference, the Intelligence Secretary in 2014, Oscar Parrilli, accompanied by Deputy Secretary Juan Martín Mena, detailed the complaint against Stiuso. According to the accusation, it involved almost 100 tons of various products. The complaint filed by the new leadership of the Intelligence Secretariat accuses Stiuso of aggravated smuggling and tax evasion.

The case fell under the Economic Criminal Court presided over by Rafael Caputo, who requested Prosecutor María Gabriela Ruiz Morales to decide on the advancement of the criminal action. However, despite the questioning of former officials like Ricardo Echegaray and Alberto Abad, Vázquez managed to remain in the agency despite the accusations of irregular operations and handling of undeclared accounts abroad.
